You can use pair of wire snips, needle-nose pliers or grips to twist the spike out. You should be able to remove the cleats using one of those tools.

For extremely stubborn spikes, drill two small screws into the holes of the spike (don’t drill more than 1/8″ deep). Then use channel locks or pliers to grip the screw heads and twist the spike out.

Before attempting removal, soak the shoe soles in warm, soapy water to soften any dirt and debris. Use a wire brush to clean around the spikes, then try removing them with pliers or the spike removal tool.

If you need to, apply WD-40 or another penetrating lubricant to the spike and let it sit for a few minutes before attempting removal with pliers or the spike tool. It will help loosen the stubborn spikes.

If the spike is very worn, try filing down the edges so the removal tool can grip better. Alternatively, you can make a small cut across the spike with a saw to create a groove for a flathead screwdriver.
